Cleaner Construction Equipment Programme

London’s Non-Road Mobile Machinery (NRMM) Low Emission Zone sets strict emissions standards for construction and demolition equipment. Unlike the road vehicles zone, it does not involve charges and uses a different emissions classification system. Non-compliant machines are not allowed to operate in London. Most machinery with engines between 37kW and 560kW must meet specified EU emissions stages, reducing harmful pollutants and improving fuel efficiency.

Since 2019, the Cleaner Construction for London team has worked with contractors and suppliers to audit over 3,700 sites. Specialist inspectors visit construction sites and have directly assessed more than 10,000 machines. These efforts have driven major improvements in fleet compliance and air quality, making the London construction fleet the cleanest of any comparable city worldwide.

By 2030, all NRMM in Greater London must meet Stage V standards. This programme is helping the industry achieve that goal, as well as driving the uptake of electrification and other zero and low-emission technologies"
